Minutes of Meeting – Time 6:00 pm
August 6, 2019
Call to Order
Chairman Michael S. Perro called the meeting to order at 6:00 pm with Jennifer J. Roux and Scott E. Cudworth in attendance;
Karla Bergeron, Town Administrator and Cheryl Drisko, Office Assistant were in attendance.
Skip Bartosch, Annette Brown and Lindsey Lacourse.
Pledge of Allegiance was recited.
Approval of minutes from previous meeting:
A motion was made by Jennifer J. Roux to approve minutes of July 23, 2019 and July 30, 2019 as written, seconded by Scott E. Cudworth. No further discussion. Motion carried.
· Roland Legere spoke to the Board regarding his meetings with York County
Soil and Water Conservation, Acton/Shapleigh Youth Conservation Corp. and Dave
Landry from MLRA to specifically look at the sites related storm water runoff at Goose Pond, channel from Goose Pond into
Mousam and Totte Road and the reduction of water quality. Discussion ensued regarding mitigation
opportunities, funding and cleanout of catch basins. There are contributors who have stepped
forward to help with funding to take care of these projects.
· Skip Bartosch spoke to the Board to provide historical information related to Totte Road, prior catch basin cleanouts and the storm water runoff situation mentioned by Mr. Legere. He mentioned the Board might be able to get maintenance and repair money from the State if handled properly.
Town Meeting: The Town Administrator spoke
with the Shapleigh Memorial School to reserve Saturday, October 19, 2019 for
Special Town meeting; confirmation should be received by Friday. Once
confirmed, the Board can count backwards and develop a timeline of public
hearings and workshop's to be held in compliance with proceedings.
ii. Historical Society Building Event Use: The Town Administrator spoke with the CEO and was informed there are no check lists related to events to be held at a private venue; no different than other owners holding private functions. It is up to their insurance company to address. The Town Administrator reached out to the property owner and is waiting for his response. There was no communications listing concerns as indicated would be forth coming from the individual who incited the concerns.
Plowing and Sanding Town Parking Lot Bid: After review, the Board stated the bid notice
looked good and the Town Administrator could move forward in seeking out bids.
Claim Deed: The Town
Administrator announced to the Board that the tax acquired property completed
payoff of taxes and that the Quit Claim Deed was ready for the Board's
moved into Executive Session: - Motion made by Selectmen Michael S. Perro at 6:21; seconded by Scott E.
Cudworth to move to Executive Session pursuant to M.R.S.A. 14056a personnel
matter. All in favor.
iv. Mowing: Selectmen Michael S. Perro asked about the mowing for the Recreation Fields and Commons. The Town Administrator noted issues the contractor had and Selectmen Michael S. Perro indicated that moving forward the Rec fields needs to be checked to make sure the sprinkler systems is in good working order as the field looked burned out and if contractor cannot fulfill his contract, he should rescind his contract. This should also be kept in mind when it is time to renew contract.
1. Maine Municipal Association Dividend Payment to the Town; refund check was $1,196.00.
2. Capital Improvement Committee Minutes for June 2, 20919.
Adjourn – Motion made by Jennifer J. Roux to adjourn at 6:43 pm; seconded by Scott E. Cudworth. Motion passed unanimously.
