Shapleigh Board of Selectmen

Minutes of Meeting – Time 6:00 pm

February 23, 2021

Call to Order

Chairman Jennifer J. Roux called the meeting to order at 6:00 pm with Scott E. Cudworth and William J. Mageary in attendance. Karla B. Wilcox, Town Administrator and Joanne Holland, Office Assistant were also in attendance. 

In Attendance:

Fire Chief Steve Guillemette and Skip Bartosch.

Pledge of Allegiance was recited.

Approval of minutes from previous meeting: 

A motion was made by Scott E. Cudworth to approve the minutes of February 16, 2021 as written; seconded by William J. Mageary.  No further discussion. All in favor.  Motion carried.

Public Comment

Fire Chief Steve Guillemette had stated that the Fire Department had received a grant in the amount of $2373.50 from Maine State Forestry. Fire Chief Guillemette mentioned the grant money will go towards portable radios, fire hydrant repairs, and portable pump with fittings. Also, the Fire Chief has filed for funding from York County EMA for a grant of $1,000 for hazmat certifications. The Fire Chief wanted the Board of Selectmen to know that they have a Shapleigh resident that has recently joined the department and is at the top of his class. The Fire Chief had mentioned that the hydrant at Commons will be fixed on Sunday.

Unfinished Business:

1. Rescue Ambulance Bid Discussion

Sugarloaf's bid was for $225,211.00 with a $12,500.00 trade in (but was originally quoted $10,000.00 for the trade in.) The Town Administrator contacted Keith at Sugarloaf to see if they were willing to negotiate the price on the trade in. Keith stated that he could go to $12,500.00 for the trade in with no other changes to the bid. Note: Prepayment of chassis will save $1,000.00 all in favor to prepay. William J. Mageary made a motion to accept Sugarloaf's bid with the trade in of $12,500.00 for a total purchase price of $212,600 for which the subscription fund will be withdrawn from last; seconded by Scott E. Cudworth. No further discussion. All in favor. Motion carried.

2. Fire Department Forestry Truck Bids & Skid Bids Discussion

· Fire Chief Steve Guillemette made a recommendation to accept the bid from Arundel Ford in the amount of $40,911.00. Original bid for the Forestry Truck was for a steel body and not an aluminum bed. Fire Chief Guillemette stated that he had contacted Arundel Ford when he saw the quote was for a steel body and not aluminum. Chairman Roux asked if Arundel Ford was told the amount of the other bids, Fire Chief's response was absolutely not. William J. Mageary made a motion to get a legal ruling in regards if this effected the bid process, there was no seconded so the motion failed. After discussion Scott E. Cudworth made a motion to approve the bid to Arundel Ford for the 2022 chassis in the amount of $40,911.00; seconded by Jennifer J. Roux; William J. Mageary affirmed. Motion carried.

· Fire Chief Steve Guillemette made a recommendation to accept the bid from Kimtek for the Skid bid. William J. Mageary made a motion to accept the bid from Kimtek for the Skid in the amount of $14,325.00; seconded by Scott E. Cudworth. No further discussion. All in favor. Motion carried.

· William J. Mageary made a motion to accept the bid from Southern Maine Communications in the amount of $9,874.00 for wiring and accessories; seconded by Scott E. Cudworth. No further discussion. All in favor. Motion carried.

· William J. Mageary made a motion to accept the bid from Rising Revolution sign graphics up to $245.00; seconded by Scott E. Cudworth. No further discussion. All in favor. Motion carried.

3. Fire Department Rules & Regulations

William J. Mageary made a motion to approve the January 13, 2021 amended version of the Fire

Department Rules & Regulations; seconded by Scott E. Cudworth. No further discussion. All in

favor. Motion carried.

New Business:

A. Audit RFP

Scott E. Cudworth made a motion to go out to bid for a new Audit RFP; seconded by William J. Mageary.

No further discussion. All in favor. Motion carried.

B. Shapleigh Community Day Committee (?)
The Board of Selectmen discussed whether or not they were going to hold Shapleigh Community Day and if so then we need to try and obtain committee members. The Board of Selectmen stated as long as the Covid-19 continues to improve they will have the Shapleigh Community Day with precautions set in place.

C. Scott E. Cudworth had asked the Board of Selectmen how could the Town of Shapleigh become a 2nd Amendment Sanctuary town. Chairman Roux inquired why the town would need to do that and Scott E. Cudworth stated because of president Biden's plan. The Town Administrator will look into this for a discussion at the next selectmen's meeting.

D. Chairman Roux went over time sheets with snow pay on them and wanted to make sure that employee's that were affected by the late opening was going to get paid. The Town Administrator stated yes and it was written on the time sheets for documentation.
