Shapleigh Board of Selectmen
Minutes of Meeting – Time 6:00 pm
June 1, 2021
Call to Order
Chairman Scott E. Cudworth called the meeting to order at 6:00 pm William J. Mageary and Michael J. Cote in attendance. Also in attendance was Joanne Holland, Office Assistant. Karla B. Wilcox the Town Administrator was also in attendance.
Chief Steve Guillemette, Roland Legere, Josh Knox, Jeff Goodwin, Scott Wilcox, Autumn Littlefield, Ryan Sabine, Knathan Sabine, aAron Sabine, Michael Sabine, Carolyn Rand, Brian Rand, Chuck Starbird, Natasha Reid, Mike Reid, and representatives from the paving companies.
Pledge of Allegiance was recited.
Approval of minutes from previous meeting:
Selectman Michael J. Cote made a motion to approve the minutes for May 25, 2021 as presented; seconded by William J. Mageary. No further discussion. All in favor. Motion carried.
Chuck Starbird addressed the Board regarding a recent fire call. Chairman Cudworth asked Chuck if he had spoken to the Chief regarding his concerns. Chuck's response was "yes and some of the concerns had been addressed".
Carolyn Rand presented the Selectmen with notes from her notebook. These notes are from meetings, fire calls, training, etc.
Michael Sabine spoke to the Board of Selectmen regarding Fire Department and Rescue concerns. Several issues were discussed regarding HeartSavers, cardiac calls and lift assists.
Michael J. Cote made a "point of order" regarding the Town's policy referencing public comment and at this time Michael Sabine has gone over the allowed time.
i. 2021 Paving Bids
Chairman Cudworth opened the 4 bids that had been received. For full information please, see the attached bids summary. This matter will be carried under unfinished business to allow time to review the bids.
ii. Emery Mills Bridge Project
The Town Administrator informed the Board that the RAISE grant application is due by next month, she stated that the way that the grant works is that you have to pay the invoices ahead of time and then submit an invoice to the state and they will reimburse the Town and it could take up to 4 months to receive payment. Also the Administrator contacted the Maine Municipal Association Bond Bank and received the fall schedule for applying for a bond and the application needs to be in by August. The Town Administrator stated that Duffy Gold would like to know when in August the Board of Selectmen will be having the Special Town Meeting. The Engineers can give a presentation at the Special Town Meeting.
iii. Request for a meeting with Board of Selectmen/Reid's
A request from residents of the Town of Shapleigh has been requested. A meeting will take place with the Board of Selectmen, Fire Chief, Mike Reid and Natasha Reid to review their Fire Department application and safety concerns they have. Meeting will be Tuesday, June 8, 2021 at 5:30 pm. The Reid's have previously met with the Fire Chief.
I. Letter of Credit - Hissong Ready-Mix
William J. Mageary made a motion to sign the Letter of Credit for Hissong Ready-Mix for a gravel pit on the corner of Square Pond Rd. and Route 11; seconded by Michael J. Cote. No further discussion. All in favor. Motion carried.
II. Applications for Committee Memberships to the Fair Hearing Authority
The Town received 3 applications and has one opening, after discussion William J. Mageary made a motion to appoint Susan Mulcahy to the Fair Hearing Authority Committee; seconded by Michael J. Cote. No further discussion. All in favor. Motion carried.
III. Maine DOT - Reduce Speed Limit
The Board of Selectmen signed the letter to Maine DOT requesting a traffic survey for the Emery Mills Bridge, Board of Selectmen are recommending the speed limit be reduced to 20 mph.
IV. Fire Department
Steve Guillemette updated the Board that the Skid Unit is ready for the Forestry Truck, Selectman Mageary asked the Chief if it would be easier to have the Skid Unit shipped to where the truck is and was told that the truck has not been started yet and he was going to store the Skid Unit in the Fire Departments storage unit. The Fire Chief also has ordered lights, sirens and radio's to save 5% of possible increase in cost.

William J. Mageary wanted to thank whomever put the flowers around the Town Hall. Also a reminder to the people that Tuesday June 8, 2021 is the referendum vote for RSU 57.

A motion was made by Michael J. Cote to adjourn at 6:47 pm; seconded by William J. Mageary. Motion passed unanimously.
