Shapleigh Board of Selectmen
Minutes of Meeting – Time 6:00 pm
September 21, 2021
Call to Order
Chairman Scott E. Cudworth called the meeting to order at 6:00 pm William J. Mageary and Michael J. Cote in attendance. Also in attendance was Karla B. Wilcox the Town Administrator and Joanne Holland Office Assistant.
Rudy Sevigny and Roland Legere
Pledge of Allegiance was recited.
Approval of minutes from previous meeting:
Selectman William J. Mageary made a motion to approve the minutes for September 14, 2021 as presented; seconded by Michael J. Cote. No further discussion. All in favor. Motion carried.
Rudy Sevigny addressed the Board with his concerns of the pot holes on Owls Nest Road and asked the Board when it will be fixed. The Town Administrator had informed Mr. Sevigny that the Road Commissioners worker will be doing the repairs on September 22, 2021. Mr. Sevigny also informed the Board that there are multiple dead trees across from the Ruth Ham's Farm on Owls Nest Road and one has already came down across the road. The Town Administrator will speak with the Road Commissioners worker in regards to the tree and if it isn't something that they can do then they will contract it out.
Roland Legere addressed the Board again on the speed issues on Goose Pond road and stated that the speed trailer is not effective as for people are now doing burnouts and travels at high rate of speed to see how fast they are going. Also there is a lot of large heavy load vehicles traveling the road. Mr. Legere also asked the Board of Selectmen to reconsider opening the gravel pit on square pond. The Town Administrator stated that it had been closed due to several complaints from residents regarding shooting and bullets going onto their property and didn't feel safe. Also people using the pit were leaving trash and had a Town vehicle broken into while at the location. Mr. Legere also stated that the he felt that the new Solar Array Farm should be taxed. The Town Administrator explained that Solar Array's in the State of Maine are tax exempt. Roland brought up a concern that if there was a fire how would the fire department get into the location to fight it. The Town Administrator will follow-up with the Fire Chief.
i. Bids for additional Work at the Veterans Memorial
The contractor sent in a bid for the additional work at the Veterans Memorial in the amount of $246.60. Michael J. Cote made a motion to approve the additional cost in the amount of $246.60; seconded by William J. Mageary. No further discussion. All in favor. Motion carried.
ii. Transfer Station/Handyman Position
William J. Mageary made a motion to hire Mr. Anderson for the Transfer Station Disposal Attendant with the starting pay of $14.00/hr and to conduct other interviews along with Mr. Anderson's for the Handy man position; Seconded by Michael J. Cote. No further discussion. All in favor. Motion carried.
iii. Emery Mills Bridge Project Updated
The Maine DOT had inspected the Emery Mills Bridge on September 21, 2021. The Board is going to wait on the report for further discussion.
I. Referendum Warrant
After discussion Michael J. Cote made a motion to dispense the Referendum Warrant to allow for further investigation into other solutions for repairs to the Emery Mills Bridge; seconded by William J. Mageary. No further discussion. All in favor. Motion carried.
II. Schedule Public Hearing for Referendum Questions
No Public Hearing will be scheduled due to the Referendum Warrant was dispensed.
III. Request for Charles Gruber Scholarship Fund
The Rescue Chief put in a application requesting $1,500.00 from the Charles Gruber Scholarship to
reimburse her for Human Resources classes that she had attended. William J. Mageary made a
motion to approve $1,500.00 once supplied the Board with certificate of completions; seconded by
Michael J. Cote. No further discussion. All in favor. Motion carried.
IV. Public Safety Building Front Stairwell
The Rescue Chief had sent a email in regards to the front stairwell is in great disrepair. The Board asked the Town Administrator to seek prices.
V. Fire/Rescue Department
The Board had discussed to possibly have a open house to show case the new Forestry Truck and
Ambulance and try and recruit people for both departments.

A motion was made by Michael J. Cote to adjourn at 6:45 pm; seconded by William J. Mageary. Motion passed unanimously.
